This error occurs during uninstallation / installation of IIS when Exchange Server is installed on the same machine.

Check: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\InetInfo\Parameters

DispatchEntries should contain the following:

SMTPSVC
NNTPSVC
IMAP4Svc
POP3Svc
RESvc

Only an Email address is required for returning users.
