The problem appeared in Freshly build 2019 Server with RRAS setup.

RRAS on Server 2019 and 7024 or 20269/20153 events from RemoteAccess, after 4405 event from NPS

I changed the LogFile path in NPS -> Accounting. Afterwards RRAS started.
