Running the following commands in the %SYSTEMROOT%\system32 directory seems to resolve this "problem":

unlodctr w3svc
unlodctr msftpsvc
unlodctr asp
unlodctr inetinfo
lodctr w3ctrs.ini
lodctr ftpctrs.ini
lodctr axperf.ini
lodctr infoctrs.ini
